Welcome to The Jones Districts
The Jones Districts is comprised of the Jones District Community Authority Board (CAB) and Jones Metropolitan District (MD) Nos. 1-5.
Jones District Community Authority Board (the "Authority")
The Jones District Community Authority Board (the “Authority”) is a public corporation and political subdivision of the State of Colorado, created by the Jones District Community Authority Board Establishment Agreement, dated July 24, 2020, by and between the Jones Metropolitan District Nos. 1-5 (the “Districts”), as it may be amended from time to time (the “Establishment Agreement”), under Sections 29-1-203 and -203.5, C.R.S.
The Authority has been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, and television relay and translation improvements with the service area of the Districts, and the provision of covenant enforcement, design review, and security services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. and the Establishment Agreement (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for the Districts approved by the City Council of the City of Centennial on February 10, 2020, as may be amended from time to time (the “Service Plan” or the “Service Plans”) and the Establishment Agreement.
The Public Improvements and Services are for the use and benefit of the residents and taxpayers within the service area of the Authority and the Districts. The Authority is located in the City of Centennial, Arapahoe County, Colorado.
The Authority may issue debt, but is limited to the same amount of debt that the Districts, collectively, may issue. The Authority and the Districts may incur a maximum debt of $80,000,000, in the aggregate.
The Authority does not impose a debt service mill levy, but each District may assess a maximum debt mill levy of 40 mills, as adjusted after January 1, 2020, to repay debt issued by the Authority; provided, however, that the pledge agreements between each District and the Authority for the Authority’s 2020 Bonds limit the Districts’ respective debt service mill levies to 20 mills, as adjusted after January 1, 2020.
The Authority files an Annual Report to the City of Centennial Clerk, the Division of Local Government, the State Auditor, and the Arapahoe County Clerk & Recorder.
The Authority does not have boundaries, but the Districts’ boundaries overlap with the boundaries of Cherry Creek School District No. 5; Arapahoe County; Developmental Disability; City of Centennial; Arapahoe Library District; South Metro Fire Rescue Fire Protection District; Regional Transportation District; Southeast Public Improvement Metropolitan District; Southgate Sanitation District; Southgate Water District; South Suburban Parks and Recreation District; Urban Drainage and Flood Control District; Urban Drainage and Flood Control District of the South Platte; and West Arapahoe Conservation District.
The Districts appoint representatives of their respective Boards to serve on the Authority Board of Directors in accordance with the Establishment Agreement. Jones Metropolitan District Nos. 1-5 (the "Districts")
The Jones Metropolitan District Nos. 1-5 (the “Districts”) are a Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, and television relay and translation improvements of the District, and the provision of covenant enforcement, and design review services; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for the Districts, each approved by the City Council of the City of Centennial, Arapahoe County on February 10, 2020, as they may be amended from time to time (the “Service Plans”).
The Districts are parties to the Jones District Community Authority Board Establishment Agreement, dated July 24, 2020, by and between the Districts, as it may be amended from time to time (the “Establishment Agreement”), which created the Jones District Community Authority Board (the “Authority”), a public corporation and political subdivision of the State of Colorado under Sections 29-1-203 and -203.5, C.R.S.
The Authority provides the Public Improvements and Services for the use and benefit of the residents and taxpayers of the Districts. The Districts are located in the City of Centennial, Arapahoe County, Colorado. The Districts are quasi-municipal political subdivisions of the State of Colorado authorized to provide specialized services that City of Centennial or Arapahoe County do not provide.
The Districts, along with the Authority, may incur an aggregate total maximum debt of $80,000,000, which the Districts have pledged to the Authority under the Establishment Agreement for the repayment of the Authority’s debt. Ad valorem property taxes, specific ownership taxes, and any other legally available moneys including but not limited to fees, rates, tolls, penalties, or charges may be used to repay such debt.
Each District may assess a maximum debt mill levy of 40 mills, as adjusted after January 1, 2020, to repay debt issued by the Authority; provided, however, that the pledge agreements between each District and the Authority for the Authority’s 2020 Bonds limit the Districts’ respective debt service mill levies to 20 mills, as adjusted after January 1, 2020.
